Do solar panels increase council tax?

No, solar panels do not increase your council tax. The Valuation Office Agency (VOA) has confirmed that domestic solar panel installations do not trigger a council tax band reassessment. Your council tax band is based on the property's value as of 1 April 1991 (England) or 2003 (Wales), and solar panels installed after these dates are not considered.

The Official Position

The Valuation Office Agency (VOA), which sets council tax bands in England and Wales, has stated clearly:

Solar panels do not affect council tax bands.

Council tax bands are based on the property's open market value at a specific valuation date: - England: 1 April 1991 - Wales: 1 April 2003 - Scotland: 1 April 1991 (set by the Scottish Assessors Association)

Since domestic solar panels were not common at these valuation dates, they are not factored into the band assessment. Installing solar panels now does not trigger a reassessment.

Even if solar panels increase your property's current market value (which they typically do by £1,800–£4,000), this does not change your council tax band. Band changes only happen if the VOA conducts a general revaluation (which has not happened in England since 1991).

What About Business Rates?

For residential properties, there are no business rate implications from solar panels. The electricity you generate for your own use is not a commercial activity.

However: If you install a very large solar system (typically over 50kW) primarily for commercial purposes (selling electricity to the grid as a business), the VOA may classify the solar installation as a separate rateable entity, potentially attracting business rates.

For a standard residential installation (1–10kW), this does not apply. You will not receive a business rates bill for domestic solar.

Solar Panels and Other Property Taxes

Stamp Duty: Solar panels are included in the property value when you sell, but the stamp duty is calculated on the total sale price regardless. Solar panels do not trigger any additional stamp duty.

Capital Gains Tax: If you sell your primary residence, no CGT applies (Principal Private Residence relief). If you sell a rental property with solar, the increased value from solar would be included in the gain — but this is no different from any other home improvement.

Income Tax on SEG payments: SEG income from domestic solar panels is NOT taxable. The government has confirmed that SEG income from systems up to 50kW on domestic properties is tax-free. You do not need to declare it on your tax return.
