Solar Panels Wales: Costs, Output & Grants

Are solar panels worth it in Wales?
Solar panels in Wales generate 3,500–4,200 kWh per year for a 4kW system — comparable to the English Midlands. South Wales (Cardiff, Swansea) performs similarly to Bristol. North Wales receives slightly less sun but still delivers strong returns. Cost: £5,500–£8,000 at 0% VAT. Annual savings: £600–£800. Payback: 8–12 years. Wales has additional support through the Nest scheme for low-income households.
Welsh Solar Output by Location
4kW system annual generation across Wales:
| Location | Sun Hours/yr | Yield (kWh/kWp) | 4kW Output | |----------|-------------|----------------|------------| | Cardiff | 1,600 | 1,000 | 4,000 kWh | | Swansea | 1,580 | 990 | 3,960 kWh | | Newport | 1,590 | 995 | 3,980 kWh | | Pembrokeshire | 1,620 | 1,010 | 4,040 kWh | | Carmarthen | 1,550 | 970 | 3,880 kWh | | Aberystwyth | 1,500 | 940 | 3,760 kWh | | Wrexham | 1,450 | 920 | 3,680 kWh | | Bangor | 1,420 | 900 | 3,600 kWh |
Key insight: South Wales performs almost identically to Bristol and southern England. Even North Wales generates only 10–12% less than Cardiff — still firmly worthwhile.
Pembrokeshire advantage: The south-west Welsh coast receives some of the highest solar irradiance in Wales, comparable to the best of southern England.

Welsh Solar Grants and Support
UK-wide support (available in Wales): - 0% VAT on solar installation (until March 2027) - Smart Export Guarantee (4–15p/kWh for surplus) - BUS grant (£7,500 for heat pump — combine with solar) - ECO4 scheme (free measures for qualifying low-income households)
Wales-specific support:
Nest scheme: - Welsh Government energy efficiency programme - Provides free home energy improvements to qualifying households - Eligibility: means-tested benefits OR living in a low-EPC home in a deprived area - Measures include: insulation, boiler replacement, and in some cases solar panels - Apply through nestwales.org.uk or call 0808 808 2244
Warm Homes Programme (Arbed): - Area-based scheme targeting fuel poverty in Welsh communities - Free external wall insulation, heating upgrades, and sometimes solar - Not means-tested — based on area eligibility - Check if your area qualifies through your local authority
Welsh Government Renewable Energy Loans: - Interest-free loans for renewable energy installations - Currently focused on community and public sector projects - Check Business Wales for any residential schemes

Welsh Planning Rules
Wales has its own planning regulations, slightly different from England:
Permitted development (no planning needed): - Same conditions as England — panels not protruding >200mm, not above ridge line - Conservation area rules similar to England (highway-facing may need permission) - National Park restrictions: Brecon Beacons (Bannau Brycheiniog), Snowdonia (Eryri), and Pembrokeshire Coast may have additional requirements
Key Welsh difference: - Wales uses the Town and Country Planning (General Permitted Development) (Amendment) (Wales) Order - The conditions are broadly aligned with England but not identical - Check with your local planning authority if you are in a sensitive area
Listed buildings: - Cadw (the Welsh heritage body) equivalent to Historic England - Listed building consent required for all external alterations - Process is similar to England
Building regulations: - Wales uses Part P (same as England) for electrical work - MCS-certified installers self-certify Part P compliance

Welsh Language Considerations
Solar installers operating in Wales should provide: - Bilingual documentation where possible - Welsh-language customer service if requested - Compliance with the Welsh Language Standards (for larger companies)
This does not affect the technical installation but is worth knowing if you prefer Welsh-language communication. Many Wales-based MCS installers offer bilingual service.
